Make the hidden
structure legible.
Ground-truthing is a way of investigating. It leaves room to be surprised, to change direction, and to discover that the useful response is smaller than expected.
Look, trace, make, return.
Start where something feels wrong, hidden, fragmented, or unnecessarily difficult. Observe what happens. Read the formal account. Talk to people who work in or depend on the system.
Trace authority, responsibility, data, decisions, and dependencies. Compare the formal account with what the evidence supports. Make the gap understandable.
Then decide what would help: a tool, a map, a public explanation, a records request, a correction, or a handoff. Document the result and return to see what changed. These moves can repeat; they are not a required sequence.
A public record people can inspect.
The proposed publication standard is straightforward: explain the question, link the evidence where it can be shared, distinguish observation from inference, state important limits, and leave a dated record of material corrections.
Source material can contain information that should not be republished. Public usefulness includes making careful decisions about what to expose and what to protect.
Independence with obligations.
Evidence can change the conclusion.
Investigations begin with a question. Funding or sponsorship should not purchase a promised answer, a veto over findings, or immunity from scrutiny.
Finishing includes stewardship.
Before a project becomes an ongoing public commitment, identify who maintains it, how much work that requires, and when it should be reviewed, handed off, or archived.
Corrections stay visible.
Material changes should carry a date and a plain explanation. A correction should improve the record without erasing the fact that the understanding changed.
Shared methods do not erase boundaries.
A tool, an investigation, and a community can share a home while keeping distinct purposes, audiences, and access rules.
